Specifications include, but are not limited to: The following specifications are minimum acceptable requirements. All specifications are defined as mandatory minimum requirements unless otherwise stated. Purchasing reserves the right to delete any specification or condition of quotation if no bidder is able to comply with a given specification or condition of quotation. Failure to meet specification requirements shall disqualify your quotation. All attachments, documents, price lists, etc. to support your quotation, must include the quotation number. Bid specifications may not be revised without an official written addendum issued by Purchasing. 3.1 Equipment: Contractor or subcontractors must have heavy-duty equipment adequate to complete snow removal operations in an efficient and timely manner. WISDOT will not supply equipment for this contract. 3.2 Staff: Contractor must have sufficient number of crew members who will be trained to complete the needed clearing of snow. 3.3 Snow and Removal: Contractor will be required to plow snow and snow blow/shovel, without notice, following a 1 or more snowfall. Contractor will be required to follow the attached snow removal map for what areas to plow, what sidewalks and entrances to snow blow and/or shovel, and where to pile snow. WisDOT Facility Manager must review and approve any changes to the site maps before implementation. All plowing, snow blowing/shoveling and cleanup work must be completed by 6:30 a.m. after an overnight snowfall. Services include clearing all driveways to the service entrances at the front and back of the building. All four (4) overhead doors must be cleared at the doors by snow blowing and/or shoveling to clear all snow away. Fire hydrants on WisDOT property must be shoveled out when covered with snow and/or ice. Stake fire hydrants before the first snowfall. Truck or Bobcat-type equipment cannot be used on the sidewalks if width of plow or bucket is wider than width of the sidewalks--use a snow blower or shovel. The Contractor may be required to come back during business hours of the building because of weather conditions such as continuing snow, without notice, following an additional 6 or more snowfall. Contractor will plow the driveways & parking lot rows between parked vehicles and clear sidewalks & entrances. The WisDOT facility manager may request a separate snow blowing or shoveling of the sidewalks and entrances, during business hours of the building, if there is a snowfall between 1 and 6. WisDOT site contacts will call and/or e-mail the Contractor to report snow and/or ice removal service problems. Site contacts will not directly contact any subcontractors hired by the Contractor to remove snow and ice. If problems do not get resolved through the Contractor, site contacts will e-mail and may call their respective WisDOT Facility Manager for assistance resolving the problem. 3.4 Deicing: Contractor must be very aware of driveways, parking lots, sidewalks, and entrances that the general public will use when applying deicing material. Ice must be removed from driveways, parking lots, sidewalks, and entrances during plowing, snow blowing/shoveling, or separately as weather conditions dictate. Salt is the preferred parking lot de-icing agent, while calcium chloride is the preferred sidewalk de-icing agent. Both must be applied / re-applied as conditions dictate. NOTE: A mixture of salt/sand may be used but not to allow a buildup of excessive sand.
