Specifications include, but are not limited to: 1) Allow OSD staff to design business-driven workforce occupational training grant programs based upon State of Wisconsin legislation, DWD policies, and department requirements. 2) Allow OSD staff to issue customized applications, forms, and worksheets via one or more tailored grant seeker portals for Wisconsin Fast Forward Standard and Expanded Program grant opportunities. 3) Enable fast, intuitive, and easy preparation of high-quality grant application packages by firsttime and repeat grant application writers, as well as by multi-member teams of application writers. 4) Provide OSD staff with an interface with which to collect applicant identity and due diligence information with which to review, authorize, and update system user access and user functional roles. 5) Provide OSD staff with flexible workflows for grant program development, applicant eligibility analysis, application and forms design and release, and application package collection. 6) Provide Wisconsin Fast Forward grant application package evaluators with easy-to-use tools and an intuitive visualization interface with which to perform efficient grant application package review, scoring, commenting, and consensus-building and voting on funding recommendations. 7) Offer OSD staff custom reports, analytics tools, dashboards, and data export and integration APIs for use with in-progress, submitted, and awarded grant applications. 8) Offer OSD staff functionality to create, edit, and track project budgets, grant contracts, contract amendments, and changes to grant-funded projects. 9) Allow OSD staff to view and to manipulate the grant program applicant and awarded grant recipient interfaces at any point in the grant lifecycle to facilitate customer service and assistance. 10) Based on the Grant Program Announcement and award contract requirements, provide grant award recipients with an intuitive interface and tools for entering and tracking training participants; collecting and updating trainee demographic, occupation, wage, course participation and outcome information; for measuring progress toward and completion of grant-funded program objectives, for financial award budget tracking, and for quarterly and annual reporting on achievements and progress.
