The City of Onalaska Police Department (OPD) is soliciting proposals from qualified firms or individuals to provide consulting services for a comprehensive Police Department Staffing and Facilities Study. The purpose of this study is to evaluate the Police Department’s current daily staffing model as well as evaluate the current efficiency, effectiveness, operations, building use and future needs of the department. Specifically, the consulting firm shall evaluate what is required to provide adequate policing service including, but not limited to: Staffing: o An evaluation of our current staffing levels and structure and recommendation for determining appropriate staffing and performance standards based on current and future service demands. In connection with this deliverable, the study should quantify workloads and identify whether personnel is allocated correctly to meet demands and identify any staffing level deficiencies in four primary areas; Records, Patrol, Investigations and Supervision. o A determination of how many officers should be assigned to patrol to achieve desired levels of both reactive and proactive levels of service.
