The tasks in the contract are: A. Operate and maintain the gas and leachate extraction system, including all physical structures, electrical and air compressor systems, etc. This includes routine inspection, troubleshooting, and repair of system components such as leachate pumps, leachate and gas lines, compressor, and electrical systems. B. Use data and observations (gas composition and flow, vegetation stress, leachate composition and flow, leachate heads, perimeter soil gas concentration, system vacuum, valve settings) to optimize the performance of the gas and leachate collection systems. Balancing system operations and adjusting system controls will need to be accomplished with minimal DNR oversight. If the existing systems cannot be balanced or adjusted to meet the goals below, the consultant must notify the DNR project manager as soon as possible. The goals for landfill gas and leachate collection are: 1. Monitoring explosive gas concentrations around the perimeter of the landfill, assessing gas levels, and reducing landfill gas migration to the property boundary and nearby structures 2. Minimizing oxygen intrusion into the waste mass 3. Reducing leachate head levels in the landfill C. Work with the DNR project manager to manage leachate storage, hauling, testing and treatment at the Madison Metropolitan Sewerage District (MMSD) wastewater treatment plant in accordance with the discharge permit for the site.
