The purpose of this Request for Bid (RFB) document is to provide interested parties with information to enable them to prepare and submit a bid for Income and Employment Verification services. The Department of Children and Families (DCF), Division of Early Care and Education, Milwaukee Early Care Administration (MECA), is responsible for verifying income and employment information for Wisconsin Shares families receiving child care authorizations. MECA staff use all available automated State systems to confirm the individual's eligibility for government benefits at initial application and recertification, but these systems may not capture unreported or undisclosed sources of income. Because of this, additional information may be needed to prevent fraud and obtain information that may be used by DCF’s Program Integrity staff during their investigation to verify adherence to the Wisconsin Shares program requirements. DCF is seeking bids from vendors to supply income and employment verification services that meet DCF’s requirements and specifications identified in Attachment E in an accurate and timely manner.
