The solution proposed must be a commercial off-the-shelf (COTS) computer-based system. The County recognizes that not all functions or operational requirements may be available in a COTS system. Vendors are required to note any modifications necessary to produce the requested functionality. 1. SYSTEM PURPOSE The proposed system must provide immediate, location-based communication of emergency alerts and updates to staff and responders within affected areas. The system shall support both manual and automated alert generation and deliver actionable information throughout the duration of an incident. 2. FUNCTIONAL REQUIREMENTS The proposed Emergency Notification System shall include the following key capabilities: • Location-Based Notifications: Ability to deliver alerts specific to particular areas, rooms, groups, or buildings based on threat location. • Public Space Alert Generation: Enable alerts to be generated from shared physical locations. • Notification Methods for Meeting Rooms and Public Spaces: Support for visual and/or audio alerting in communal indoor areas. • Threat-Specific Alert Customization: Tailor alert content and delivery method (e.g., strobe, tone, voice, text) based on threat type (e.g., active shooter, fire, hazardous material). • Multi-Channel Alert Initiation: Alerts should be capable of being initiated from the following sources: o Computer-based interface o Avaya phone system o Panic button or similar physical devices o Administrative command center input o Fire alarm system • Two-Way Communication: Facilitate real-time two-way messaging between staff and responders during incidents. • Incident Intelligence: Provide responders and other emergency personnel with detailed threat information, including: o Exact location
