Specifications include, but are not limited to: The contractor will provide transportation for inmates in a secure, safe manner from out of state jurisdictions to Wisconsin prison or jail facilities in a specialized secured vehicle. The contractor may also be required to transport inmates from a Wisconsin prison or jail facility to an out of state jurisdiction. This will require contractor to have specially trained personnel and be licensed or credentialed by the Department of Transportation, Federal Motor Carrier Safety Administration. The contractor will be required to handle and transport minimum to maximum inmates in a secured vehicle in a safe manner, protecting the community from the risk of an escape. The contractor will not be required to provide armed transport. The Wisconsin DOC currently has approximately 1200 inmate transports annually.
