Uniform Shirts State Patrol emblem patches shall be applied to both upper sleeves of each item. The State Patrol ordering unit will mail the patches to the Contractor when placing an order for each item. WisDOT shall not mail a bulk quantity of patches to be kept on hand by the Contractor. Example: When ordering 3 shirts, 6 patches will be sent to the Contractor. The embroidery fee must be included with the cost of each shirt item bid. Patches are applied about 1/2” from the shoulder seam. The bidder’s QA process must include how the patches and clothing items will be matched up and held in a secure manner to avoid the potential for missing items/breach of security. Uniform Shirt, Poly/Wool, Short Sleeve: Men Fabric: Color: Dark Navy 75% polyester/25% wool; breathable; 9.5 oz with mechanical stretch, fade resistant. Style: The shirt shall be standard military style with long shirttails and stitched 2 front and 3 back creases. Creasing: Pockets and pocket flaps shall be uniform in shape and size. The front and back creases shall incorporate a permanent stitched crease. Collar: The collar shall be designed to wear with the collar points spread approximately 3” in length. There shall be a permanent collar stay sewn inside the collar along the bottom edge of each collar with enough room for the attachment of collar brass. The inside of the collar shall be lined with a color coordinating smooth sateen polyester. There shall be a button and buttonhole at the neck with a convertible collar. Sleeves: The sleeves shall be one piece sewn into the shoulder with a 1” hem. The sleeves and side closing seams shall be attached to the body with an overlock and safety stitch. Epaulets: The epaulets shall be sewn onto the shoulder seam and shall button at point 1” from the collar seam. The epaulet shall be box stitch tacked at the corners and point. They are wider at the shoulder seam and taper to a point near the collar. The epaulet shall be double thickness with a single edge stitch on the perimeter. There shall be a secure method on each side under each epaulet to attach the radio microphone in place. Front: The front shall have a center facing placket extending from the collar to the bottom of shirt. The placket shall have an interlining and shall be ¼” top stitched on each side. The center front shall contain vertical buttonholes with a button at the neck corresponding with the top buttonhole, which shall be set horizontally. There shall be an inside facing of self-material on the button side 3 1/4" wide extending from the collar stand to bottom of shirt. The buttons shall be securely attached shall correspond to the buttonholes on the center facing. There shall be a spare line 20 and line 16 button sewn into the inside button facing. There shall be a center positioned microphone tab. The shirt shall also have two permanent stitched 1/16” wide military creases down each side from the shoulder seam to the bottom of the shirt centered through each front pocket and pocket flap. There shall be 4 bands of silicone sewn 2” from the bottom and ¼” on the inside of the outer creases. Zippered shirt: The center front placket shall contain 7-button false vertical buttonholes with a functional button at the neck corresponding with the top buttonhole, which shall be set horizontally. Hidden zipper closure is under the placket. Back: The shirt shall have a straight double ply yoke. The yoke shall be lined with a color coordinating sateen polyester. The shirt shall have 3 permanent sewn-in creases. One crease shall be located at the center back and shall start at the center of the yoke and continue straight down to the bottom edge of the shirt. Each of the other two creases shall be located at the midway point between the center crease and the shoulder seam on both the left and right sides of the center crease. Pockets: The shirt shall have two military-styled box pleated, breast patch pockets with 1 false button on the flaps. The flaps shall be attached to the shirt body. The breast pockets shall be 5 5/8” wide and 6 3/8” long secured with 2 rows of stitching at the top. The center pleat shall be 1 ½” wide. The pocket shall be edge stitched around the perimeter. The pocket corners shall be reinforced with a triangle stitch in each corner. The flaps shall be slightly tapered and shall be 6” wide at the top and 6 ¼” wide at the outside points on the bottom of the flap. The two outside points of each pocket flap shall have concealed hook and loop closures. Each flap shall have a matching high impact button sewn to a false buttonhole on the surface of the flap. The left breast pocket shall have a sewn pencil compartment approximately 1-5/8" wide. Shirt shall have one hidden chest pocket. Buttons: All buttons shall pass ASTM 5171-1191.84 kg mass dropped from a height of 67mm. Emblems: The WisDOT emblem/patch shall be sewn on each sleeve by the Contractor. All emblems shall be furnished by WisDOT. Badge Tab: The eyelets shall be reinforced on the inside of the shirt by means of a strip of self-material, edge stitched and folded so no raw edges appear. The reinforcement strip is to extend from the flap setting stitch to the joining seam at the front of the yoke. There shall be 2 small horizontal eyelets 1 ¼” apart, sewn through the left front and reinforcement strip with the bottom buttonhole located 1¼” above the top of the left flap.
