Specifications include, but are not limited to: Phase I - Feasibility Study A. Conduct a comprehensive study and provide a recommendation on whether the County would achieve a return on investment in developing an onsite medical clinic. Provide a secondary recommendation as to whether the City and WSD would achieve a return on investment by utilizing the clinic. B. Identify key benchmarks and metrics that will be the basis for the study and evaluation. C. Feasibility issues should include but not be limited to an analysis of the following: 1. Potential Services to Offer a. First Aid b. Emergency Care c. Health Insurance Medical Claims d. Pharmacy Claims/Management e. Worker s Compensation Claims f. Worker s Compensation Nurse Case Management g. Current & Future Wellness Programs h. Pre-employment Medical Evaluations i. DOT Drug Testing j. OSHA Medical Evaluations/Monitoring (Hearing Conservation Program, Respiratory Protection Program) k. Workplace Ergonomic Assessments 2. Considerations a. Eligibility (employees, spouses, children, retirees) b. The availability of primary care physicians and services in the area c. Clinic staffing and hours of operation d. Data coordination with health plan administrators, worker s compensation administrators and wellness vendors e. Legal compliance issues f. Regulatory compliance issues g. Risk management/liability concerns h. Contract administration issues i. Clinic administration, oversight, record keeping j. Facilities and equipment requirements k. Technology requirements 3. Financial Impact a. Start up costs b. Ongoing clinic expenditures c. Fees for usage/services d. Projected utilization by employees necessary to sustain ongoing clinic operations e. Reduction in lost work time and absences f. Short and long term savings-projected return on investment D. If it is recommended to move forward with the clinic, the report and recommendation should include what services should be offered in the clinic. Phase II - Request for Proposal for Onsite Clinic Vendor A. Develop a comprehensive RFP to select an onsite health clinic vendor for review and approval by the RFP Evaluation committee. B. Assist in responding to questions received during the RFP process. C. Conduct a detailed analysis and comparison of the proposals received to the RFP evaluation Committee. D. Assist in review of the financial analysis E. Participate in vendor interviews F. Function as a resource to the Evaluation Committee during meetings and proposal evaluation discussions. G. Develop draft communications for distribution to employees H. Assist the County in the initial contract negotiations. I. Develop an overall implementation plan and timetable. J. Participate in making presentations to County Board Committees and groups of employees as needed
