DHS, through its Bureau of Procurement and Contracting (BPC) has issued this solicitation to establish a qualified list of Vendors with expertise in Organizational Development and Individual Effectiveness. This procurement has the purpose of developing a more strategic approach for providing a pool of qualified vendors from which the Department and its agencies can choose one or more as determined by their specific needs. As opposed to only one division having access to the awarded Vendors, this pool of Vendors will be made available to the Department and includes divisions providing services such as, but not limited to: Medicaid, Public Health, Mental Health and Care and Treatment, Regulatory and Policy and Program Operations. Interviews and Vendor presentations may be required to identify the most qualified and the most appropriate Vendor given the needs of the division and the projects that are being undertaken. Contracted Vendors are not guaranteed these individual engagements. Vendors will be chosen using a request for services process. Vendors may be contracted for the term of the Contract, but not necessarily selected for specific services. Consulting Services being solicited in this procurement are: Organizational Development: any initiatives to provide executive leadership, coaching, guidance, expertise, strategy, change management, process engineering and other organizational development activities to the agency. Individual Effectiveness: any coaching, support and tools to further develop interpersonal relationships, interpersonal communication, decision making, collaboration, problem solving, cultural awareness, managing approaches to change and personal styles.
