Specifications include, but are not limited to: 1. The City considers refuse and recycling collection services as inseparable. Contractors may not bid solely on refuse or solely on recycling collection and disposal. The services are to be proposed in tandem. All contractors who submit proposals for basic refuse and recycling services must additionally submit a proposal for bulky item services. However, bulky item service could be considered a separate service, and a separate contract may be awarded. Contractors may bid solely on bulky item collection and disposal as a separate service. 2. The proposals are to be for a 6-year contract, with two City 1-year extension options. 3. Contractors are to submit proposals for refuse and recycling on a cost/unit/month basis. Separately, contractors must bid pricing for the disposal of refuse on a cost/ton basis. Additionally, contractors are to include with their submission any fuel surcharges related to services. Contractors are to submit proposals regarding any annual rate increases over the term of the contract. Qualification, experience, and reference information. b. Bid bond. c. Proof of insurance. d. Service and monetary proposals. Contractors must respond to all items on Proposal Instruction forms. 5. It is expected that each item listed above be submitted. Failure to supply the requested information will be noted when evaluating the proposal.
