The Chief Resilience Officer (CRO) consultant/team will develop a state resilience strategy to assist local governments, Tribal Nations, and other impacted stakeholders in disaster preparedness and resilience. This work includes strategic planning and assessment, technical assistance and capacity building, and public engagement. The CRO consultant/team will report to the Department of Administration. This is a senior-level role requiring expertise in climate adaptation, strategy development, project management, and community engagement. At a minimum, the CRO consultant/team will address the following: • Assess and prioritize the greatest threats to the resilience of Wisconsin communities • Develop a template resilience strategy for local governments, Tribal nations, and other impacted stakeholders • Define resilience efforts through effective communication, collaboration, and inclusive input • Engage diverse leaders both within and outside state government to address pressing threats • Exercise independent judgment and cross-agency leadership for the successful and timely delivery of initiatives • Develop an overarching resilience strategy identifying challenges, capabilities, and gaps • Identify resilience risks and their financial impact to communities • Foster relationships and collaboration with other agencies, municipalities, civic groups, businesses, and residents • Promote communication, training, synergy, and inclusive input while eliminating duplicative efforts • Define measurable targets for resilience efforts and regularly assess progress, adjusting as necessary • Develop and implement best practices, research, and evaluation tools • Identify funding and recommend resource allocation to ensure implementation and sustainability of solutions • Ensure holistic, cost-efficient solutions across projects that address multiple resilience needs
