1. Review building plans and conduct all necessary building, plumbing, electrical, and HVAC inspections on residential, commercial, and industrial construction within the Village of DeForest. 2. Perform commercial plan review and approvals by a licensed employee certified by the State. 3. Maintain all required certifications in the following disciplines: residential, commercial and industrial construction; plumbing; electrical; energy conservation; and heating, ventilation, and air conditioning. 4. Provide inspection reports to the Community Development Department for all inspections within one (1) week of inspection completion (unless otherwise agreed upon). 5. Research and provide building code information for inquiries and permit applications. 6. Support the administration of the Village’s building permit process to maintain adequate records to support decisions. 7. With assistance from Village staff, collect and process building permit fees. The building inspector calculates permit fees while Village staff enter and process payments. There is no requirement for the contracted firm to conduct actual financial transactions. 8. Assist with the investigation of complaints related to State Building Code and Village ordinances, including but not limited to inspections for occupancy permits and property maintenance (structural). 9. Attend occasional weekday or evening meetings, such as Village Board, Planning and Zoning Commission, and joint extraterritorial zoning committee meetings. Attendance at such meetings is anticipated to be rare and only as needed. 10. Establish a consistent presence at the Village Municipal Building with office hours as mutually agreed upon with the Village. 11. Develop recommendations regarding building permit code amendments, building permit fee structures and permit forms; proposing solutions to any issues encountered in the administration of the Village’s building codes. 12. Maintain an electronic record, accessible to the Village staff, of all building permit applications and inspection records. 13. Offer an electronic permit application program. 14. Testify or provide subject matter expertise in complaints or lawsuits involving building code violations within the Village of DeForest. 15. Act on the Village’s behalf as the Village Building Inspector as authorized by Chapter 14 of the DeForest Municipal Code, and perform all duties of the Building Inspector as set forth in the Wisconsin Statutes.
