Specifications include, but are not limited to: A. Utilization and incorporation all relevant and available data sets created, collected, or owned by the WBO, the Commission and other State Agency partners, the Federal Communications Commission, the National Telecommunications and Information Administration and other data to achieve the goals of the State. B. Utilize authoritative data directly from the data authors and established gatherers to inform all of the above data sets. Except where prohibited by an existing agreement the above raw data sets should be made available to the Commission. C. Collect or create a location-specific Geospatial Data Set and map that identifies the number of Unserved, Underserved, and served locations in Wisconsin based on advertised and actual speeds deliverable to the customer location.
