Waukesha County's Department of Health and Human Services (WCDHHS) is interested in receiving information from eligible providers for their Birth to Three Program as defined in Wisconsin Administrative Code DHS 90, and DHS 107. The Birth to Three Program is a federally mandated Early Intervention special education program (Part C of the Individuals with Disabilities Education Act) that serves families with children under the age of 3 who have developmental delays or disabilities https://docs.legis.wisconsin.gov/code/admin_code/dhs/030/90. Waukesha County DHHS is exploring different service models for the administration of Birth to Three Program services within the county. Types of models would include looking at different agencies to offer distinct aspects of the service array (1) Interventionist services only [i.e., Physical Therapy, Occupational Therapy, Speech & Language, and Education Services], or (2) Service Coordination only, or (3) both Interventionist Services and Service Coordination.
