Specifications include, but are not limited to: This invitation is issued by the Department with the intent of providing a sober living environment for Sheboygan County Residents working towards a life in recovery. Services are directed at promoting consumer stabilization, rehabilitation, and return to more independent living situations at the earliest opportunity possible within the limits of clinical indicators and sound judgment. The vendor(s) selected under this solicitation will work as part of interdisciplinary teams in collaboration with consumers, their personal support networks, other local treatment providers, law enforcement, and department personnel in the development and delivery of consumer centered recovery plans and services. The successful bidder(s) may expect to be called upon to participate in individualized clinical assessments, to assist in the development of recovery planning, to seek out and propose evidence based and best practice approaches to achieving stabilization, to offer a planned treatment program for consumers in accordance with those approaches, to document all worked performed, and to participate with the Department in meeting standards for service delivery under the State of Wisconsin’s Comprehensive Community Services1 , Community Recovery Services2 , Community Support Programs3 and Emergency Mental Health Services4 guidelines. The selected vendor(s) will be required to assure the availability of local residential properties capable of safely and effectively serving a minimum of four and a maximum of twelve residents and be able to offer or arrange ancillary services (including proper nutrition, pharmacy services, medication management and monitoring, and transportation) as necessary. Staff employed must meet or be capable of meeting training and competency standards as defined under rules for CCS, CRS, CSP and MA Emergency Mental Health Services. A planned, organized and consistent delivery of daily habilitative and rehabilitative activities must be offered. The ability to engage consumers in a recovery oriented framework of support and motivate readiness for change will be essential. Ongoing documentation of staff training and work performed will be required and must meet qualitative standards as defined under MA rules. An organized and meaningful QA/QI and outcomes measurement program must be employed and all other provisions of service specified under Chapter 51, Wis. Stats, HFS 83 and related administrative rules (including upholding client rights and assuring least restrictive approaches) will be required. See attached Scopes of Work for additional requirements.
