Specifications include, but are not limited to: The West Virginia State Treasurer’s Office (Treasurer or STO) has issued this Request for Proposals (RFP) to seek proposals from qualified Vendors to provide a stored value debit card program (to be known as the “West Virginia Pay Card” or “Pay Card”) for the State of West Virginia (State), in accordance with the specifications, terms and conditions of the RFP. The primary objective of the Pay Card program is to eliminate the costs of printing and distributing physical checks and simplify the payroll process while minimizing activities that add to the cost of distributing wages and salaries to State employees. The STO is also interested in having another option available for those employees that remain unbanked. The STO desires that the Pay Card program be provided at no cost to both the State and cardholder. Services include, without limitations, functions associated with payroll card enrollment, card issuance, card distribution, and management of the program (Services). There is also interest in expanding the Pay Card program to include employee travel/expense reimbursement, 1099 individuals providing services for the State, retirees, and any other distribution activity that can be accommodated by this process.
