Specifications include, but are not limited to: West Virginia University on behalf of its Board of Governors (hereinafter referred to as “WVU” or “University”) is seeking a qualified Developer to enter into a public-private partnership with the University to develop and operate a creamery (“Project”) on the University’s Stewartstown Road Dairy Farm. The University is seeking a Developer to design, build, finance, and manage (in a revenue sharing format) the Project in a manner consistent with the University’s educational, research, and community service objectives, which are described further within this Request for Qualifications. i. The Project site is comprised of over 500 contiguous acres and is located on the Stewartstown Road Farm. ii. The Project is required to be delivered and in operation by October 1, 2019. iii. The Project includes the creamery itself which shall include processing, packaging/labeling, aging, storage and office space and shall also include flexible space that can be used as customer seating/classroom and laboratory space suitable for dairy-related experiments. The University would also like to see a small retail outlet in association with the facility. iv. The Davis College will require an upfront cash payment of approximately 5% of the project cost in order to conduct relevant developmental work for the program both as part of the University’s educational and community involvement missions. v. The University requires that the facility adequately reflects the University’s education, research, and community services missions. As such, the facility will be available for learning and research opportunities both within and outside hours of normal operation. Facility management shall work closely with the University’s college and farm leadership to ensure compliant, efficient, and business and academic relevant decision making. An organizational structure shall be created to collaboratively deal with any concerns/disagreements. vi. Where possible, the facility shall offer as many positions as possible to student employees. These positions include, but are not limited to, work/study, internships, and part time employees.
