Specifications include, but are not limited to: 5.1 Mandatory Contract Services Requirements and Deliverables: Contract Services must meet or exceed the mandatory requirements listed below. 5.1.1 Hold Public and Stakeholder Visioning Meeting 5.1.1.1 Public and stakeholder visioning meeting must be advertised and marketed, as well as setup, organized, and facilitated by the contractor with input from the WVDEP no later than April 30, 2020. The visioning meeting will be held in Smithers, WV, with the exact location to be determined with input from WVDEP. 5.1.1.2 Meeting objectives must include documentation of public and stakeholder feedback for potential uses of the property. Incorporate results of meeting in Master Plan. 5.1.2 Develop Master Plan 5.1.2.1 The Master Plan must be completed and presented to WVDEP no later than August 14, 2020. Content of the Master Plan must include: 5.1.2.1.1 Written environmental documentation of current site conditions, including any soil or water sampling results, incorporated with both aerial and on-site photographs. 5.1.2.1.2 Written historical documentation of the site and the historical context of the site within the region’s history. 5.1.2.1.3 Incorporation of public and stakeholder visioning meeting results as specified in section 5.1.1. 5.1.2.1.4 Colored conceptual site layouts of the property and potential future use designs for up to three priority redevelopment visions in report format with one visual board in color for each design, depicting potential future use. Size of the visual boards should be 3ft x 3ft. 5.1.2.1.5 Estimated costs associated with future construction and development, if applicable. Cost estimates should be divided into a progression of construction phases as they would take place on the site. The current building on the site already has plans for removal, so construction phases should include land preparation (removal of trees or remaining unwanted structures or debris), regrading of property, and inclusion of signs/displays, benches, pavilions, docks/boat launches, and/or restroom facilities. Construction phases should also incorporate necessary permits and permit costs for working within or modifying waterways and floodplains in West Virginia. 5.1.2.1.6 Estimated economic benefits of the redevelopment of the property to the local economy, if applicable.
