Specifications include, but are not limited to: • Develop and implement a public participation program that encourages constructive input and responses from a wide range of stakeholders throughout the project. • Develop and implement a workplan and workflow program to engage City development plans review staff across disciplines including, but not limited to, Development Services, City Engineering, Morgantown Utility Board, Code Enforcement, City Fire Marshal, etc. • Provide a detailed assessment of the existing subdivision regulations included in the City’s Planning and Zoning Code identifying deficiencies inhibiting development or that are not in compliance with West Virginia State Land Use Planning Code. • Draft of a new SALDO that will be integrated into the City’s Planning and Zoning Code that addresses the project purposes, acknowledges the findings of the assessment phase, and incorporates the conclusions of the method analysis.
