The goal of this project is to evaluate the potential for expanding Extended Producer Responsibility (EPR) programs in West Virginia by studying successful models across the U.S. The selected vendor will review EPR programs for products such as, but not limited to, paint, mattresses, electronics, and batteries, using a structured methodology that includes cost-benefit analysis, environmental impact assessment, and stakeholder-specific evaluations. They will also assess West Virginia’s current CED EPR program looking for areas of improvement by examining practices implemented in other states. Key objectives include identifying best practices, analyzing public acceptance, and tailoring findings to West Virginia’s unique geographic, demographic, and economic conditions. The vendor will also develop clear, actionable recommendations and an implementation roadmap. All findings will be compiled into a comprehensive Final Report to inform state policy and potential program development.
