Specifications include, but are not limited to: WVU Facilities and Services has experienced significant growth in recent years in terms of the volume of work and services it manages, including Capital Project Management, Facilities Management, and Real Estate Management. It has become increasingly apparent that one of the key 3rd party products, TMA (including both TMA Enterprise and WebTMA), is inadequate for WVU’s growing needs. In addition to implementing multiple, separate instances of TMA to support the needs of different divisions, several homegrown tools have been developed for supplementary needs still not met by this or other software owned by the university. No integration with MAP, WVU’s Oracle E-Business ERP system, is currently in place requiring manual dual entry for certain business functions. In the area of Real Estate, no software system is currently in place and all work and data are managed manually using spreadsheets. WVU’s current toolset for supporting the work of Facilities and Services is disjointed and ineffectual, resulting in lost value in terms of time and effort spent to support and work around these systems. As the needs of Facilities and Services has grown so too has the need to automate and eliminate unnecessary and inefficient processes and procedures and the need to have a single integrated system for all users. To this end, WVU has purchased the Oracle Primavera Unifier product suite and is seeking to achieve the following through its implementation: - Reduce costs. - Increase productivity. 16 | P a g e-Strengthen quality. -Improve response time. -Standardize the business processes for project management, facilities management, and real estate management across the WVU campuses. -Achieve consistent data that can be relied upon by the University Administration. 4.1.2.Project Goals WVU is seeking an implementation partner to lead and execute the implementation of the Unifier product suite including: -Capital Project & Program Management (CPPM) -Facilities ManagementWVU will look to the chosen partner to provide expertise and experience to advise the university on strategic implementation and roll-out planning as well as to drive business process design and configuration and implementation efforts. In addition, WVU is seeking consulting services to analyze and define the scope of an implementation of the Unifier Real Estate Management module. The success of the CPPM and Facilities Managmeent implementation project is driven by 4 key goals: 1) Replacement and retirement of outdated systems. Multiple standalone systems are currently in place to support WVU Facilities and Services. Figure 1 illustrates a high-level overview of the systems in place, including MAP, WVU’s Oracle E-Business Suite implementation.
