The University is seeking proposals for the supply, delivery, installation, and training for two (2) 24–36-foot gooseneck mobile transportation units that can house one (1) fire apparatus driver training simulator and one (1) side-mounted pump-ops panel simulator. The objective is to enhance the state’s training capabilities for emergency vehicle operators and pump-operations, improving situational awareness, judgement, decision-making, and multi-tasking in a controlled, safe environment while allowing the documentation of customizable individual and team skills assessment. The delivery, installation, and training services shall be performed at the West Virginia State Fire Training Academy located at 2600 Old Mill Road, Weston, WV 26452. The proposal shall also include post-installation support and a comprehensive warranty period of at least 12 months. The simulator units shall be installed into the mobile units so that they have the ability to be removed and shall be interoperable. The specifications of the requested units must meet or exceed the specifications listed in the Scope of Services below. A. (2) Fire Apparatus Driver Training Simulator; 1. Single seat heavy truck simulator unit that can be installed in a mobile unit and interoperable with the side-mounted pump-ops panel simulator; 2. (2) Student stations; a. Single seat heavy truck modular cab; b. Representative truck vehicle dashboard with analog or virtual instrumentation and switches or a combination of both. • Engine and Aerial Gauges: amperage, volts, oil pressure, transmission temp, water temp, front/rear brake air pressure, tachometer, odometer, fuel, battery, ignition • Engine and Aerial Switches: battery, ignition, start, air brake, turn signals, gear selector, engine/brake retarder, traction control, pump Power Take-Off (PTO), wipers, heat/defrost/ac, headlights, siren, emergency lights, hazard lights • Engine and Aerial Dash Indicator Lights: Open cab door, Open compartment door, seat belt, low air pressure, check engine lights, Low fuel, Anti-lock Braking System (ABS) warning, pump PTO engaged/ok to pump • Aerial additional: platform leveling, aerial master, aerial PTO, generator PTO, outrigger not stowed, aerial not stowed; c. Authentic steering wheel and column with force feedback; d. Authentic floor pedal cluster with real-air (real-air pressure) brake simulation; e. Three-point seatbelt in each seat; f. Light and siren control unit with audible or system sounds; g. Radio unit for dispatch capabilities and radio use monitoring; h. Integrated and interactive Mobile Data Terminal (MDT); i. Multi-channel high-fidelity sound system to generate realistic vehicle and environmental sounds; j. Controls for: Lights/headlights, turn-signals, battery and ignition, and air circulation vents (real airflow vents); k. Automatic transmission selector; l. PTO control (capable of being interoperable with external patented pump-ops panel simulator); m. After action scenario review system with live video and audio recording; n. Emergency STOP button. B. Vehicle Models; 1. A variety of fire apparatus models, including pumpers, tenders, ladder trucks, aircraft rescue firefighting, and brush trucks; 2. A variety of Emergency Medical Service (EMS) vehicle models; 3. A variety of passenger vehicle models, including vans, light/pickup trucks, and law enforcement; 4. Automatic transmission vehicle models; 5. Simulation of vehicle faults, such as tire failure, brake failure, air-brake bleed down, engine overheating, and diesel engine regeneration events; 6. Crash/collision detection with at least four (4) severity levels; C. Out-the-Window Visual Scene; 1. Three (3) screen visual display system with minimum 210 degrees geometrically correct Horizontal Field-of-View (HFOV); 2. High-definition displays with a refresh rate of 60 Hertz; 3. Virtual rear-view mirrors representative of the selected vehicle model; 4. Overhead view capability for instructor assistance; 5. After action scenario review Picture in Picture (PIP) view capability
