Specifications include, but are not limited to: The respondent will collaborate with the City in professional planning and implementation services on an as needed basis for up to nine months, which will coincide with the formation of the above-referenced organization. It is anticipated that the awarded firm will be expected to provide up to three (3) person-days per week in connection with the identified goal. The City is not obligated to guarantee the number of work days in any given period. The successful respondent shall provide technical advice, assistance, preparation, and implementation of a Non-Profit Housing Developer. Since this project would involve standing up a new entity, technical services provided in the short-term are anticipated to be more ‘timeintensive’. The City wishes to increase the community’s capacity to create affordable housing and rejuvenate economically distressed neighborhoods with an organization that is independent of the City and Consortium. This may take many various forms such as a Community Housing Development Organization (CHDO), Community Development Corporation (CDC), Community-Based Development Organization (CBDO), Community Land Trust (CLT) or similarly focused entity to assist the City fulfil its mission to provide safe sanitary and affordable housing. Items to consider in the implementation of a new organization shall include, but aren’t limited to the following; a) Policies & Procedures a. Charter b. Articles of Incorporation c. By-laws b) Organizational Structure a. The City will anticipate and encourage a diverse background of individuals to serve the organization, including low-income community representation (similarly mandated by CHDOs) c) Organizational Chart and Job Descriptions d) Assist in the identification and application for legal status a. 501 ©3 b. 501 ©4 c.
