Broward County, through its Aviation Department and Port Everglades, is seeking an experienced firm to audit the study of the existing contracted fire rescue operations and administration, and to take a critical look at the proposal’s analysis and recommendations for possible omissions. The proposal contains an operational analysis of the incumbent contractor’s policies, procedures, and staffing plans, research on the market area employee recruitment, Aircraft Rescue Firefighting (ARFF) training , compensation planning, financial comparison of current factors vs. proposed operating and staffing plans, mutual aid considerations, and related planning that is associated with the unique operation of fire rescue services at an airport and seaport. The Consultant would assess the current equipment and staffing levels at the seaport to determine what staffing/equipment levels are required for petroleum tank farm fire suppression, shipboard firefighting, structural fire protection, and emergency medical services support for port facilities given the risks associated with those facilities. The Consultant would also evaluate the operating and staffing plans for the airport and assess whether those same analyses and conclusions would apply to operations at the seaport. The objective of this project is to thoroughly analyze the research, analysis, conclusions, and recommendations that have been developed by the Ports in support of the creation of an in-house fire department to serve the airport and seaport.
