ATTACHMENT I - WORK STATEMENT
Grease Removal from In-Ground Storage Tanks
Subject:
The provision of grease removal services to the Institution grounds at FCI/SPC McDowell, West Virginia, located at 101 Federal Drive, Welch, WV 24801.
Schedule:
The work schedule will normally consist of 1 day every 90 days, sooner if needed. Service to be scheduled by facilities staff, beginning in October 1, 2025 through September 30, 2026, excluding Federal holidays. Specific dates and times for the service will be mutually agreed upon between FCI McDowell facilities staff and the contractor. The schedule is subject to change depending on the needs of the institution. Any change in the schedule or adjustments in sessions will require prior approval by the Contracting Officer. Payment for services will only be based on scheduled work according to the contract. A schedule that is mutually accepted to the government and the contractor can be determined after the award of the contract.
Due to the nature of the correctional setting, delays in performance of work may be experienced. Such delays may include, but not limited to, inclement weather, electrical or mechanical problems, or other security concerns. Performance of contract is to begin on a date mutually acceptable to the Government and the Contractor.
Supplies:
FCI McDowell will not supply any supplies that the contractor may routinely need. These supplies will normally include any materials needed to perform the services covered under this contract. The contractor shall also supply chemical left on site for daily dosing of the grease traps. This dosing helps with breaking down the hardened grease. Any records maintained by the contractor under this contract will remain the property of the Institution.

The contractor will sign the consultant log, indicating the date of the visit to the institution, the time of arrival and departure.
The contractor will be responsible for removing grease/waste up to 10,000 gallons, every 90 days from the Institutional grounds located at 101 Federal Dr. Welch WV 24801.
The contractor will provide the Institution with a receipt of transfer; indicating the amount removed, date of removal, and location of disposal.
The contractor shall be responsible for providing all material, trucks, and supplies needed to complete the job.
Institutional Security:
The contractor will be cleared for work by standard Federal Bureau of Prisons policy. The contractor agrees to adhere to all regulations prescribed by the institution for safety, custody and conduct of inmates. Failure to comply with the security rules, regulations or procedures of FCI/SPC McDowell may result in cancellation of this contract.
Each contract employee performing work under this contract at FCI McDowell must submit to and pass a NCIC Background Check.
The contractor must also certify that for three of the five years immediately prior to responding to this solicitation the contract employees providing service to the BOP have: 1) legally resided in the United State; 2) worked for the U.S. overseas in a Federal or military capacity; or 3) have been a dependent of a Federal or military employee serving overseas.
Inmate Management:
Provision of services under this contract may require supervised contact with inmates. The contractor will not be responsible for the management of inmates.
Monitoring of Contractors:
The performance under this contract will be monitored by the Contracting Officer, however the FCI McDowell Facilities department will be responsible for all scheduling, escorting, and entrance requirements.
Payment Terms:
- Contractor must provide a means of electronic payment to include bank routing and account number.
- Contractor must be registered in SAM and keep registration active during the term of the contract.
- Payment terms as specified in FAR 52.2124(g), the due date for making an invoices payment by the designated payment office shall be the 30th day after the designated billing office has received a proper invoice, or the Government accepts the services performed by the contractor. However, the contractor can offer discount payment terms for the prompt payments as specified in block 12 on the SF-1449 form of this solicitation.
Restrictions on Contract Workers:
The Contractor shall not:
1. Supervise inmates
2. Supervise BOP Staff
3. Participate in inmate accountability
4. Requisition, sign for, or pick up supplies
5. Formulate policies or procedures
6. Attend meetings, recalls, or staff functions
7. Be a member of the Employee’s Club
Other Provisions:
In accordance with the Federal Bureau of Prisons’ Acquisition Policy, Part 37.103c, the following provisions may be applicable to the work being performed under this contract:
- The service is a contractual arrangement and not a personnel appointment;
- Payment shall be based on the provision of and an end result or the accomplishment of a specific result;
- The service does not constitute an employer/employee relationship; and
- The Contractor will not be subject to Government supervision, except for security related matters. However, Contractor performance shall be closely monitored.
