The scope of services shall include, but not be limited to the following: This RLI request is for a consultant familiar with the delivery of public library services inclusive of operations, staffing patterns, hours of operation, collection size and use, services, and standards. The consultant must be familiar with the delivery of public library services and must be able to provide a comprehensive analysis of the Libraries Division, but not be limited to: 1) The consultant must be able to provide a comprehensive analysis of the existing 36 library branches (1.45 million total square footage with branches that range in size between 4,500 and 256,000 square feet), which will include the financial analysis ($60 million dollar annual budget), and assessment of existing operational processes, methods, standards, staffing patterns, hours of operation, productivity, service delivery, unit cost comparability, collection size and use, Division structure, cost of services, customer utilization patterns, and response to internal audit(s).
