Specifications include, but are not limited to: The scope of services shall include, but not be limited to the following: This RLI request is for a consultant familiar with the delivery of parks and recreation services inclusive of operations, maintenance , environmental preservation, and extension education. The consultant must be familiar with the delivery of public parks and recreation services and must be able to provide a comprehensive analysis of the Parks and Recreation Division (the Division) that includes, but is not limited to: (1) Analysis and response to internal audit(s), research, benchmarking, data collection, analysis, and assessment of findings related to the Parks and Recreation Division’s operational processes, methods, productivity, service delivery, and unit cost comparability; (2) Reviewing and assessing the operational processes for each section of the Division including: Administration, Regional Parks, and Extension Education. (3) Identifying service area duplication with parks and recreation services by community based organizations and/or governmental entities, articulate gaps in existing service delivery system, and offer trend-based projections. (4) Utilizing appropriate benchmarking to recommend a parks and recreation organizational structure based on best-practices, successful approaches and operational systems of similarly-situated local governments; (5) Providing recommendations about efficiencies, operational processes, staffing levels and overall structure of the Division; (6) Presenting, both orally and in a written report, research performed, analyses/methods, findings and recommendations, and; (7) Assisting in the development and/or revisions of operational policies and procedures to facilitate successful implementation of adopted changes. The Broward County Parks and Recreation Division (the Division) is one of four divisions comprising the Community Services Department. The Division, now in its fifty-third year, is a nationally accredited parks and recreation agency, comprised of approximately 850 employees that serve more than 1.7 million residents of Broward County. Over the last three years, park attendance has averaged more than four million visitors per year. The Division manages and operates approximately 6,500 acres that include 18 regional parks (inclusive of four nature centers), six local (neighborhood/community) parks, and 21 natural area sites. Additionally, Extension Education provides research-based education in the areas of Commercial and Urban Horticulture and 4-H (Head, Heart, Hands, Health) Youth Development programs. The Division’s mission statement is to provide a countywide park system with diverse facilities and recreational opportunities, along with natural area conservation and research-based educational outreach, to enhance the well-being of residents, businesses, and visitors.
