Specifications include, but are not limited to: Consultant services to perform a comprehensive review of the operations of the Broward County Sheriff’s Office Department of Detention. The purpose of the review is to identify quantifiable means to reduce costs while delivering safe and efficient detention services under a structure that transfers responsibility to the Broward County Board of County Commissioners. The review should take into account the needs of our partners in the criminal justice system (Judiciary, State Attorney, Public Defender and Clerk of Court), municipalities and the public. The Consultant should identify and compare specific benchmark data to similar detention systems particularly in the State of Florida. Benchmark data should include but is not limited to staffing levels and staffing ratios; total operating cost per inmate; cost per inmate for health services and food; command staff ratio; support staff ratio and other appropriate comparative data. The Consultant should provide an assessment of establishing a department under the County to provide detention services
