COLLECTION SCHEDULES • The Contractor shall provide routing of service for City review and approval prior to the start of service. • Service shall occur every other week for subscribing residential units. • Collection hours shall begin no earlier than 4:00 a.m. and end when routes are complete. • On observed holidays, collection shall occur the following day, with remaining routes adjusted by one day for the balance of the week. • The Contractor shall provide the City a list of holidays each November that will delay collection. RESIDENTIAL COLLECTION • The term “residential unit” means any 1-3 unit residential dwelling with its own street address within City limits. • The term "Multi-Family Unit" means any building containing four (4) or more residential units or a group of buildings, owned by the same entity, containing one or more residential units and contiguous to each other upon a single tract of land of less than 20,000 square feet. • Customers in multi-family units as well as commercial customers shall NOT be factored into this proposal – however, those customers may inquire about the potential for curbside collection services through the winning Vontractor. • Recycling containers shall be placed within 3 feet of the curb and accessible by a rear-load or side-load collection vehicle. • All vehicles and equipment used in the collection and transportation of recyclablesshall be ofsufficient size and capacity to operate efficiently. • Containers must be returned to their original location after service. EQUIPMENT AND VEHICLES • All vehicles must comply with state and federal regulations and possess all required permits. • Vehicles shall be of sufficient size and capability, and equipped with appropriate safety features (flashers, strobes, reflective markings, etc.) and clearly marked with the Contractor’s company name, vehicle number, and phone number. • Vehicles shall be kept clean, quiet, and in good repair. Leaking, damaged, or unsightly vehicles shall be removed from service immediately upon City request. • All vehicles must be equipped with reliable two-way communication (radio or phone). SERVICE LOCATION AND COMMUNICATION • The Contractor shall indicate in their proposal the dispatch and operating locations serving Parkersburg residents. • A customer service number must be maintained and staffed between 8:00 a.m. and 5:00 p.m. on all collection days.
