Specifications include, but are not limited to: 2.1 Contract and services provided must align with HRSA’s Essential Elements of Contract Pharmacy Compliance: 2.1.1 Provide Comprehensive pharmacy services including, but not limited to: home delivery, packaged medication (pouch or blister pack) if requested, assigned patient care coordinators (or other such named patient advocates), medication adherence/compliance counseling, enrollment in Patient Assistance Programs for patients with high co-pays or deductibles, and completion of Insurance Prior Authorizations 2.1.2 Maintain Patient Choice. 2.1.3 Provide provision for ship to, bill to arrangement 2.1.4 Possess a tracking system to verify patients 340B eligibility and ability to educate/train covered entity staff on this tracking system 2.1.5 Possess capability to exclude Medicaid/Medicaid MC prescriptions to prevent duplicate discounts (carving out Medicaid) 2.1.6 Ability to prevent diversion 2.1.7 Ability to participate in Covered Entity independent self-audits, HRSA annual, Risk Based, or Targeted Audits and Manufacturer audits 2.1.8 Make contract available to OPA (Office of Pharmacy Affairs) 2.2 Possess the knowledge and understanding of the Federal 340B Drug Pricing Program 2.2.1 Implement and maintain a 340B drug purchasing program 2.2.2 Manage physical inventories and replenishment of those inventories 2.2.3 Provide an inventory management program 2.2.4 Possess in depth knowledge of HRSA and 340B contract Pharmacy Auditing requirements 2.2.5 Ability to collect and analyze data to produce monthly and/or quarterly reports, as required, including but not limited to physical inventories, prescription dispensing, replenishment of inventories, fee collections, pharmacy deductions, financial reports and verification of patients 340B eligibility 2.2.6 Ability to provide an online portal for access to covered entity reports 2.2.7 Participate in the auditing process through supply of requested data, and cooperation with the covered entity regarding follow-up and adjustments as necessary 2.3 Maintain HIPAA compliance and confidentiality of records and business information 2.4 Ability to disperse (monthly), to covered entity, all earnings derived from covered 340B drugs after deducting allowable costs via ACH 2.5 Ability to provide assistance with implementation, training and/or technical assistance needs on an ongoing basis and include in the overall contract pharmacy cost 2.5.1 Provide ongoing operational support
