Specifications include, but are not limited to: The program design should include the following framework services: • Outreach, Recruitment, and Orientation: Implement a holistic approach to identifying and engaging potentially eligible young adults by working closely with community organizations, schools, and other partners. During orientation, provide a comprehensive overview of available services, emphasizing how they can support personal growth, career development, and overall well-being, while clearly explaining how to access these resources. • Intake, Eligibility Determination, and Registration: Determine WIOA eligibility for all young adult applicants, assess their suitability for program services, and collect and verify necessary eligibility documents. • Objective Assessment and Referral: Conduct thorough assessments of each participant’s academic level, skills, and service needs, covering basic and occupational skills, prior work experience, employability, interests, strengths, supportive service needs, mental health services, and development needs.
