Specifications include, but are not limited to: The new facility will feature an enclosed solid waste transfer and processing area; solid waste compactor units; a recycling collection and sorting area; employee facility; scale house and weigh station; and fueling station. The facility shall be designed to meet a performance standard of immediate occupancy following a natural disaster. Climate change impacts and sustainability shall be considered as part of planning for the new facility and operations, as well as implementing the highest green building and sustainable development practices to achieve carbon-neutral operations. Siting a transfer facility is a multi-dimensional, multi-step process based on operational needs, site constraints, and the needs and concerns of the service-area communities. The siting process must consider environmental issues such as noise and traffic; economic issues such as effects on property values and construction costs; equity and social justice considerations that are responsive to the values and priorities of residents and stakeholders and achieve pro-equity outcomes; and social and political issues. The project shall employ an approach that meets community, financial, and environmental priorities.
