Specifications include, but are not limited to: PSRC will provide project management for the overall study. As described in tasks noted below, PSRC staff will provide staff support to the consultant project team on specific tasks, including, but not limited to: • POF ridership modeling (Tasks 3 and 5) • Air quality/emissions assistance (Tasks 3 and 5) • Assistance with Stakeholder Engagement (Task 1) Consultant responses should identify what unique qualifications their team provides to performing the tasks outlined below. Task 1. Stakeholder Engagement: The study will focus on providing early, continuous, and inclusive outreach with all interested stakeholders in the 12 counties bordering on Puget Sound with interest in passenger-only ferry service on Puget Sound, Lake Washington and Lake Union. PSRC encourages partnerships with Community Based Organizations with experience in direct engagement. Consultant responses should incorporate an approach to achieve early, continuous, and inclusive outreach to stakeholders that is comprehensive and efficient and allows completion of the study within the time frame allotted by the Washington State Legislature. The consultant may assume some PSRC staff time to assist in the stakeholder engagement. Deliverables: • A stakeholder engagement plan that covers all stages of the project. • Documentation of stakeholder engagement. Task 2. Identify Existing Conditions/Trends: PSRC is collecting POF plans and studies that have been completed within the 12-county study area since November 2008. The consultant will review existing POF plans and studies collected by PSRC and will identify any other relevant existing condition data or trends for use in the study. The consultant will prepare a background paper which identifies issues and trends associated with POF since the 2008 POF Study. The background paper will include any relevant information associated with the scope of topics identified in the Project Overview. Deliverables: Existing Conditions/Trends Background Paper Task 3. Develop Criteria to be used in POF Route and Terminal Assessment Develop criteria to assess feasibility of POF routes and terminal locations. Specific criteria must incorporate topics requested by the Washington State Legislature, including, but not limited to: a. Market potential and ridership; b. Terminal location and capacity needs; c. Land-side connections to the existing and planned transit network; d. Travel time competitiveness with parallel transit routes and other modes of travel; e. Capital and operating needs and associated costs; f. Environmental factors that include the assessment of whether and when the POF service achieves a net reduction in carbon emissions, including an analysis of emission of modes the passengers would otherwise have used. This task will also identify a long-range planning horizon for this study to assist in assessment of long-range market potential and ridership demand, among other things. The planning horizon should be useful to RTPOs, local jurisdictions, and transit agencies in their long range planning work. Deliverables: Documentation of criteria and methodology to assess POF route and terminal for near-term or long-term viability. Task 4. Candidate Route and Terminal Identification: The consultant will collect the initial POF routes and terminal locations to be analyzed as part of this study. Deliverables: List and map of potential POF routes and terminal locations.
