Specifications include, but are not limited to: The Washington State Legislature recently appropriated funding to the Partnership for the 2019-2021 biennium to coordinate updates to the Recovery Plan and provide support for adaptive management of local watershed recovery chapters (Phase 2 of Monitoring and Adaptive Management). This RFQQ supports four of the Puget Sound lead entities in updating their local recovery chapters. Task 1 – Project Coordination and Administration. Contractor will work with Partnership staff to create a work plan and define milestones, understand work already completed, locate sources of information, identify and contact experts, work with the four Puget Sound lead entities updating their local recovery chapters, and periodically check-in with Partnership staff on progress. Task 2 – Coaching Assistance and Adaptive Management Support. Contractor will work with Partnership staff, lead entity coordinators, and watershed groups in the four watersheds updating their local recovery chapters to incorporate new information (including identifying limiting factors) for Puget Sound Chinook salmon and (where applicable) steelhead recovery, update recovery strategies for Chinook salmon and (where applicable) steelhead recovery, develop a summary of best available science for project selection and local policy efforts, and develop adaptive management strategies. The Toolkit will be used as a template for local watersheds to update their local recovery chapters. Task 3 – Inform Regional Chapter Update Process. Contractor will work with Partnership staff to ensure that new information and strategies from the local watersheds are informing the regional salmon recovery chapter update and vice versa. Task 4 – Report on Progress and Provide a Lessons Learned Summary – Contractor will report on progress and share new information and lessons learned at certain Watershed Leads and Salmon Recovery Council meetings to keep the Partnership Advisory Groups informed and share new information with other local watersheds that may update their local recovery chapters in the future. Contractor will develop a lessons learned summary after the local recovery chapter updates are completed to assist the Partnership and local recovery partners for future recovery chapter update work.
