Specifications include, but are not limited to: Underground and overhead electrical engineering including, but not limited to, transmission, distribution in system or service engineering, vault and duct bank design, trenchless system/horizontal directional drilling design, waterproofing and grounding systems, handholes, pole replacements. Network engineering. The work may also include civil engineering in restoration design, ADA upgrades for sidewalks in accordance with Seattle Department of Transportation Director’s Rule or other City’s requirements associated with the design project. The following are the detail of work on each area: • Transmission Engineering - Electrical and structural engineering and estimating of 115/230 kV overhead and underground transmission systems. The consultants should be familiar with PLSCADD for overhead design and CYMCAP/ Pull-Planner for underground design. • Distribution System and Service design - Perform 26KV distribution overhead and underground system design, including but not limited to commercial or residential underground cable replacement, overhead system design. Perform customer service engineering design, review customer electrical drawings, load calculations, riser diagram and site plan, prepare work order package for SCL crew. • Network system engineering – Perform engineering design on 13.8 KV Network system in Downtown, Capitol Hill, University District and South Lake Union area. Review plans submitted by other agency for City’s multidepartment projects to ensure the electrical system is designed properly. Distribution Automation - This work requires familiarity of various SCL distribution system engineering, design, construction, operation and project management including Distribution system reliability analysis, power flow analysis, fault analysis and fiber optics design. Coordinate and support various project tasks from planning to construction phase. • System upgrade and project management support - identify optimized switch locations, fiber route, required system upgrade, and necessary feeder reconfiguration. • Automation and Integration – Distribution Automation communication network design, and integration, preparing data points lists for Schweitzer Engineering Laboratories (SEL) Real Time Automation Controller (RTAC), and Supervisory Control and Data Acquisition (SCADA), settings for S&C controllers. Configure various network devices: Ethernet switches, routers, firewalls.
