Specifications include, but are not limited to: 4.1.1 Video Information (a) Produce an orientation video for the courts to present to persons who report for jury duty in superior, district, and municipal courts in the state of Washington. (b) It is anticipated that the video will not exceed 25 minutes in length. (c) The copyright on the video will be held by the Washington Pattern Jury Instructions Committee (WPIC) (d) The video must be produced in a digital format capable of being uploaded to Internet websites. (e) The quality of the video must be up to broadcast standards with a minimum quality of high definition. (f) Once final cut is approved by the WPIC, Vendor shall complete the work and submit for WPIC’s approval. (g) The rough cut of every phase of the video should be provided to the WPIC for review and comments. 4.1.2 Video Topic Requirements The video must explain: (a) The importance of jury duty; (b) The obligations of jury service; (c) What to expect while serving on a jury; (d) How a trial is conducted; (e) The importance of discharging the obligations of jury service without discrimination, meaning that bias regarding the race, color, religious beliefs, national origin, sexual orientation, gender, or disability of any party, any witness, and any lawyer should play no part in decision making while serving on a jury; (f) The importance of deciding the case solely on the evidence and law that comes to jurors in the course of their case. Jurors may not consult dictionaries, do research on computers or other electronic devices, or visit any location mentioned in their case; and (g) Jurors may not provide information about the case, or discuss the case, with anyone during the trial.
