Specifications include, but are not limited to: 1. Examine how other, similar, jurisdictions organize, manage, staff, fund, and budget their Human Services functions and activities, to include at least one jurisdiction (within or outside of the state of Washington) that used clear outcome-based metrics to significantly improve outcomes. 2. Analyze how services are organized, staffed, and implemented and how costs are allocated among funds to identify possible savings and efficiencies. Compare the Human Services organizational structure, services, staffing levels, central services costs, and allocation of General Fund resources with other comparable County Human Services Departments and other staffing standards, if available. 3. Assess whether there are functions and activities that could be better done by others both within and outside County government. 4. Assess whether there are existing functions and activities that could be expanded, or new ones taken on, based on the Department’s existing capabilities. 5. Review how grant funding streams, requirements, compliance, and restrictions affect the Department’s ability to accomplish its missions, goals, and financial sustainability. 6. Identify ways to reduce operational costs or improve operations, and if implementing the options would result in sufficient savings to justify making the changes.
