Specifications include, but are not limited to: WSDOT is initiating this solicitation to acquire a Consultant to act as the WSDOT Ferries Division Fuel Hedging Program Advisor and QIR. The Consultant will provide consultative services for WSF’s fuel hedging program and enter into fuel hedges on behalf of the Department, serving an essential function for a fuel hedging program that is both viable and effective. The purpose of the advisory services is to reduce WSF exposure to fuel price volatility and achieve a lower overall cost of fuel for WSF in the long-term. It is anticipated that a successful Consultant will prepare monthly progress reports, continuously monitor fuel markets for fuel hedging opportunities, and be available to enter into fuel hedge contracts when necessary. The Consultant should also be generally available for questions or phone calls during the traditional work week (Monday-Friday) during regular business hours. A successful Consultant may also be asked to visit the Ferries Division’s Administrative offices at 2901 3rd Ave, suite #500, Seattle, WA 98121 on occasion and/or for quarterly meetings of the Fuel Hedging Oversight Committee.
