Specifications include, but are not limited to: To provide consultative services to the Division of Child Support (DCS) that will assist in establishing an effective and sustainable Organizational Change Management (OCM) framework that will address the numerous changes experienced as an organization. Objectives: DCS will use Organizational Change Management processes, tools and techniques to help staff embrace, adopt and use change to achieve required or desired business results. DCS will establish a focused and deliberate approach to OCM that will help staff appropriately and effectively manage and incorporate change into their daily work. The contractor will: 1. Assess DCS’ current state, capacity and knowledge regarding OCM, and DCS’ readiness for a more focused approach. 2. Assist with start-up and implementation of an OCM framework and process and help develop the most effective way to move forward. 3. Provide guidance and support in establishing and hiring an OCM administrator position including outlining scope of responsibilities and the best fit within DCS. 4. Assist in developing a plan and capacity for OCM orientation and training. 5. Design methods and metrics for measuring and tracking changes and OCM success.
