Specifications include, but are not limited to: The consultant may be asked to provide cost estimating support services on any of the capital or expense projects under the direction of Capital Development. Cost estimating support services may include any / or all the following elements: Task 1: Cost Estimates and Design Modification Reviews 1.1 Develop cost estimates that could range in accuracy from conceptual estimates (for prospective and new projects) to detailed estimates using the Port of Seattle standard template; 1.2 Develop cost estimates using both rate and unit costs and performing mathematical calculations by applying standard factors; 1.3 Develop cost estimates for various alternatives; 1.4 Perform material take-offs and review design documents and design modifications to determine scope of work and scope changes. Task 1 Deliverables: a. Cost Estimates as requested b. Material Take-Offs as requested Task 2 – Pre-Bid Review of Design Development Cost Estimates 2.1 Perform detailed review of third party construction cost estimates during various stages of design, including 15%, 30%, 60%, 90%, and 100% and Engineer's Estimate prior to bidding. Task 2 Deliverable: a. Detailed review analysis of design stages and Engineer’s Estimate. Task 3 – Bid Analysis 3.1 Perform analysis of bid results and update of estimating factors for future bids. Task 3 Deliverables: a. Analysis Report b. Future Estimating Factors Report Task 4 – Data Collection 4.1 Accumulate, evaluate, and document historical cost data in order to maintain current estimating standards and databases. Task 4 Deliverables: a. Documentation of Historical Cost Data b. Updates to Databases as requested. Task 5 – Coordination and Guidance 5.1 Coordinate with Project Controls and Project Management staff. 5.2 Provide guidance or instruction in estimating methods and procedures for junior staff or other individuals as needed. Task 5 Deliverables: a. Perform coordination as requested by the Project Controls and Project Management staff. b. Perform guidance and instruction as requested by the Project Controls and Project Management staff.
