The purpose of this task is to confirm the city should continue landfilling operations verses converting to a transfer/long-haul approach. This is to be a high-level assessment. This assessment shall take into consideration the cost impacts associated with exceeding 2.5 million megagrams of waste inplace and consider/address environmental/greenhouse gas implications of landfill vs. transfer station operations
