The City of Bellingham has traditionally set speed limits based upon standards and guidance within the Manual on Uniform Traffic Control Devices (MUTCD) as revised by the Washington Administrative Code (WAC) 468-95-045. That guidance recommends evaluation of many factors, the primary of which is the prevailing 85th percentile speed. Many agencies, including Washington State Department of Transportation (WSDOT) are looking to revise their policies and practices regarding speed limit setting to have the goal of injury minimization in the event of crashes in adherence to agency “Vision Zero” goals and/or utilization of Safe Systems approaches. In response to this movement there are many different methods that are being considered to achieve these end goals, including the development of a city-wide speed limit setting policy that is based on current engineering best practices.
