Specifications include, but are not limited to: • Review existing design and as-built construction documents for the Bitter Lake Reservoir facilities • Develop 4 project options at a conceptual level. These options are to include: o replace floating cover with another similar floating cover; o replace the existing cover with a new aluminum roof; o replace the existing reservoir basin with a new circular concrete tank; and o replace the existing reservoir basin with a new buried concrete reservoir. • Develop planning level cost estimates for the improvement options (comparable to ASCE Class 4 level of effort costing). • Identify permitting, storm water management approach/ other project implementation issues and associated cost and schedule impacts • Provide criteria and information to SPU for life cycle costing of options (provide likely operational and maintenance costs over life of the facility, and replacement cycle) • Prepare technical memorandum/ project report summarizing the options analysis work • An item of particular interest to SPU with this effort is to gain a thorough understanding of: o An approach involving a metal roof over the existing reservoir basin (e.g., CST aluminum roof type cover); o An approach involving replacement of the existing reservoir basin with a prestressed circular concrete tank (e.g., DN tank type project experience).
