Specifications include, but are not limited to: A. Objectives: Research and Analysis, Consultation, Facilitation, Report writing, Communication and Outreach i. Perform comprehensive and objective research and analysis on state, tribal, and local government planning laws, rules and practices to determine the current state of siting behavioral health facilities in local communities across Washington State, including commonly required entitlement processes, mitigation conditions and fair share practices. ii. Provide expert consultation to COMMERCE on the development of the model ordinance either by phone, videoconference, or in writing as called upon. iii. Assist COMMERCE staff with preparing facilitation materials and agendas for advisory member meetings. iv. Provide co-facilitation support and direction to COMMERCE staff in order to seek input, feedback and consensus from advisory members on the development of the model ordinance v. Advise COMMERCE staff on education and outreach topics for community stakeholder group webinars.
