Specifications include, but are not limited to: The City of Bellingham (City) is seeking statements of qualifications from interested architectural, engineering or similar consultants to aid in project development and scoping of a new municipal operations facility. The facility is intended to replace existing buildings that are in poor condition and do not meet operational needs. Current gross square footage of the existing buildings is approximately 45,000 square feet, however the current space is not efficiently utilized. The proposed new building is intended to provide efficient, functional and secure facilities for the following City operations: • WHATCOMM – emergency services dispatch and 911 center • Bellingham Municipal Court—including courtrooms, prosecutors, court staff and related services • City of Bellingham Information Technology Services Department – including IT staff, workspaces and networking hubs • Bellingham Police Department—Support services. The anticipated scope of work includes determination of space requirements, predesign and feasibility studies, planning, project scoping and scheduling, cost estimating and funding plan and permitting requirements. The City has budgeted $225,000 for this preliminary planning effort.
