Specifications include, but are not limited to: Building on the results of the 2018 Business Case Study, work for the new study must address the following emphasis areas: A. Development of a governance framework must result in recommendations needed to advance the development of the high-speed corridor by, at a minimum: i. considering the roles of the two states and provincial jurisdiction in which corridor will be developed (Washington, Oregon and British Columbia), including Canadian and U.S. federal governments and local jurisdictions; ii. identifying specific responsibilities related to the project initiation, development, construction phases and program administration of the corridor; and iii. meeting legislative requirements identified in ESHB 1160, Sec. 2221 . B. Development of a long term funding and financing strategy for the project initiation, development, construction and program administration of the high-speed corridor. The development of this strategy must build upon the Funding and Financing chapter of the 2019 Business Case Analysis and align with the governance framework recommendations. C. Development of recommendations for a WSDOT-led high-speed corridor engagement plan for policy leadership, e.g., key elected officials.
