The purpose of issuing this Request for Proposal (RFP) is to solicit proposals from qualified firms to provide a Conservation Potential Assessment (CPA) and End-Use Forecast to quantify the amount, the timing, and the cost of electric conservation resources available within the City Light service territory. The primary objective of this study is to establish cost-effective energy conservation targets necessary to meet the legal requirements associated with Washington Administrative Code. Secondary objectives for this RFP are to develop or support the development of an end-use forecast model calibrated to City Light’sserviceterritoryandretailsales,identifyenergyconservation-related data gaps, provide appropriate solutions to those data gaps, deliver business process recommendations, and inform City Light’s2020Integrated Resource Plan (IRP) 1 and associated resource acquisition portfolios. All objectives need to be met by mid-2019 to meet this timeline. If budget and time allow, this contract may also include tasks on hard-to-reach and underserved markets, demand response, and distributed generation.
