King County is seeking consultants to conduct investigations who have experience, knowledge and skills in the following areas: Federal and State Laws, County Code and policies Knowledge and experience analyzing and applying federal, state, county and local civil rights, equal protection and labor and employment laws and policies related to employment practices. Knowledge and experience interpreting legal and legislative decisions related to civil rights, equal protection and labor and employment laws, including but not limited to: Civil rights Discrimination, harassment, & retaliation Safety and health standards Drug-free workplace Health benefits, retirement standards, and workers' compensation Equal Employment Opportunity Federal, state, local leave Knowledge and experience analyzing collective bargaining agreements, municipal codes and employer policies. Knowledge and experience working with unions and understanding federal, state and local labor laws. Workplace Investigations Workplace investigation requests for services may involve, but are not limited to the following: Peer-to-peer Management to non-management Management to management Non-management to management Employee to customer Customer to employee Employee to client/vendor Client/vendor to employee Knowledge and experience in conducting workplace investigations related to the following: Discrimination complaints including, but not limited to, any and all protected classes under federal, state, and local law Harassment and hostile work environment complaints Inappropriate conduct complaints including protected class complaints not rising to the level of a legal violation Retaliation complaints Other employee relations, interpersonal conflict, performance and unfair treatment complaints Workplace misconduct allegations, including, but not limited to: Workplace theft Workplace violence Fraud Assault or battery Threats against others Unsafe work environment complaints Violations of County drug and alcohol policies Experience with public sector/government work Skilled and experienced at conducting investigations with public sector/government entities and in the following range of businesses relevant to King County, including, but not limited to: Health Transportation Utilities Law enforcement General government Workspace Skilled in conducting investigations in a wide range of workspaces including: Experience in hosting virtual interviews on secure tools Office space Remote field locations Excellent Customer Service & Reporting Ability to communicate clearly and effectively with management and employees at all levels of the organization Ability to maintain a positive and culturally sensitive relationship with a diverse population Ability to deliver responsive customer services to a wide range of audiences Skilled in writing clear, concise, unbiased, impartial investigation findings and conclusions Skilled in presenting thorough, concise and confidential oral and written reports Cultural Responsiveness Skilled and experienced at conducting investigations with diverse individuals Ability to effectively communicate across a wide range of cultures Have a defined set of values and principles, policies, and structures that enable effective cross-cultural work Have the capacity to value diversity, manage the dynamics of differences, acquire cultural knowledge and adapt to diversity and the cultural contexts of the communities that King County serves Values equity, inclusion, and belonging Equity & Social Justice Capacity Understanding of and/or willingness to become familiar with King County’s True North Values and the King County Equity & Social Justice Strategic Plan Understanding of systems of racism, including institutional and structural racism, white privilege and power dynamics Ability to apply an equity lens to investigative processes and procedures
