All correspondence must be made through the Vendor Portal. Specifications include, but are not limited to: TASK 1. TRAINING The Contractor is responsible for maintaining a viable Interstate Renewable Energy Council (IREC) accredited training facility for use by the Washington State WAP throughout the duration of the contract. All training content must meet the following standards and protocols: 10 CFR 400; 2 CFR 200; U.S. Department of Energy Grant Guidance; State of Weatherization Program and Policy Manual and NEAT/MHEA 8.9 User Guide. The Contractor will also support affiliate-training centers in both the west and east side of Washington State. TASK 1. A. COMPREHENSIVE TRAINING The contractor is responsible for delivering qualifying Comprehensive Training, as defined in WPN 22-4 as occupation-specific training. Comprehensive training aligns with the National Renewable Energy Laboratory (NREL) Job Task Analysis (JTA), for Quality Control Inspector (QCI), Energy Auditor (EA) and Crew Leader. The Contractor shall maintain accreditation with the IREC and stay incompliance with IREC Standard 01023:2019 and secure a facility appropriate to deliver trainings. Standard 01023:2019 identifies requirements for the quality systems, resources, personnel, and curriculum by which job-related training in clean energy technologies and practices including renewable energy, energy efficiency, and other sustainable practices. This standard provides the accreditation requirements that clean energy technology training providers must meet and document to earn and maintain accreditation. The Contractor shall provide IREC accredited training to the weatherization network in compliance with the Department of Energy (DOE) Home Energy Professional job classifications including Quality Control Inspector, Energy Auditor, Retrofit Installer/Technician, and Crew Leader. The Contractor will develop the training schedule in consultation with Commerce to meet the ongoing training and certification needs for the network and contractors. The contractor will align instruction at the time of each training with policies, procedures, and specifications in the most current Washington State Weatherization Manual, Washington State Field Guides, and Standard Work Specification and current guidance in place by DOE. The training schedule shall be delivered to Commerce monthly with their report.
